于保荣简介

于保荣，对外经济贸易大学保险学院教授，医疗保险与医疗服务研究中心主任，健康保险与卫生经济学研究中心常务副主任。

先后获得山东医科大学（现山东大学）医学学士及硕士学位、东京医科齿科大学医疗经济学博士。曾工作于卫生部规划财务司、任世界卫生组织驻华代表处国家高级技术官员、山东大学副教授和教授（卫生经济研究所所长）。

研究领域主要有卫生经济与政策、医疗和健康保险、医疗服务成本与支付方式、卫生系统改革、长期照护制度、项目的经济学评价、互联网医疗等。

先后为世界卫生组织、世界银行、欧盟委员会、澳发署、亚洲发展银行等国际组织及国家卫健委、国家医保局、人社部、发改委、住建部、民政部、中国医疗保险研究会、中国保险行业协会、保监会、国家质检总局等担任顾问或专家。

现为国家医保局药品目录调整经济学评价专家、DRG和DIP医保支付专家、十四五规划研究与跟踪专家、医保基金监管专家、医疗服务价格项目规范专家、长期护理保险专家等。2019年被国务院医改办委托的官方媒体《中国卫生》、《健康报》通过大数据筛查，评为“2019年度最受关注医改专家”。

Baorong Yu, MD, MPH, Ph.D, Professor of Healtheconomics & Policy, the School of Insurance, the University ofInternational Business and Economics (China).

He is the Executive Deputy Director of the HealthInsurance and Health Economics Research Center.

His research fields include health system reform,health policy and economics, social and commercial health insurance, healthcare costing/pricing and payment, long-term care system, economic evaluationfor health projects, e-health, etc.

He used to work in the Planning and Finance Departmentof the Ministry of Health, as a national senior technical officer of the WorldHealth Organization representative office in China, and an associate professorand professor at Shandong University (director of the Institute of HealthEconomics). He is currently an expert in the fields of economic evaluation ofdrug catalog adjustment adjustments of the National Medical InsuranceAdministration, DRG and DIP medical insurance payment, 14th Five-Year Plan researchand tracking, medical insurance fund supervision, medical service price projectspecification expert, and long-term care insurance. In 2019, the official media"China Health" and "Health News" commissioned by theMedical Reform Office of the State Council passed big data screening and wererated as "the most concerned medical reform expert in 2019".

He successively obtained a bachelor's and master'sdegree in medicine from Shandong Medical University (now Shandong University),and a doctorate in medical economics from Tokyo Medical and Dental University.He used to work in the Department of Planning and Finance of the Ministry ofHealth, as a national senior technical officer of the World Health Organizationrepresentative office in China, and an associate professor and professor atShandong University (director of the Institute of Health Economics). He iscurrently an expert in the fields of economic evaluation of drug catalogadjustment of the National Medical Insurance Administration, DRG and DIPmedical insurance payment, 14th Five-Year Plan research and tracking, medicalinsurance fund supervision, medical service price project specification expert,and long-term care insurance.

He has worked for the World Health Organization, theWorld Bank, the European Commission, the Australian Development Agency, theAsian Development Bank and other international organizations, as well as theNational Health Commission, the National Medical Insurance Administration, theMinistry of Human Resources and Social Security, the Development and ReformCommission, the Ministry of Housing and Urban-Rural Development, the Ministryof Civil Affairs, the China Medical Insurance Research Association, ChinaInsurance Industry Association, China Insurance Regulatory Commission, GeneralAdministration of Quality Supervision, Inspection and Quarantine, etc. acted asconsultants or experts.
